This is the basic write-up in the working version of the gazetter. This is pretty basic, and I'm not quite sure they're 'unique' enough yet, but this is what I was able to redo and recreate from those bits that remained in the gazetter (and ditching what was pulled).
Rime Elves
The Rime Elves are descendants of those elves of the Exodus that found their natures distorted by both the severity of Aruz’s climates and their complete disconnect from the natural world that they once knew. Isolated, these elves slowly adjusted to the cold, becoming distant and often even vicious. Rime Elves are isolationist and fiercely territorial, with some tribes quite willing to cut down anyone that comes across them. As a general attitude, most Rime Elves could be considered ‘neutral or chaotic evil’, though there are some rare exceptions.
Rime Elves have pale blue skin and dark, often raven-black hair. Their most distinctive feature, however, is their eyes, which are often deep reds and oranges, giving a striking contrast to the rest of their appearance. Rime Elves stand a little shorter and a little thinner than most Elves.
Regions: For the most part, the Rime Elves are found on the shores of the great northern continent of Kalta, which is considered their homeland. A handful of Rime Elves still exist around Haravok and Arukova, though they are considered unwelcome sights to most others.
Racial Abilities: Rime Elves have all the racial traits listed given in Chapter 2 of the Player’s Handbook, except as follows:
Ability Modifiers: +2 Dexterity, -2 Constitution, +2 Charisma. Rime Elves do possess a certain lithe and ethereal beauty to them, but their physical condition is much poorer than that of other races.
Cold Resistances: Rime Elves gain a 5 DR against cold-based attacks, and enjoy a +4 to any saving throws made against cold-based effects.
Spell Resistance: A Rime Elf gains spell resistance of 11 plus their total character level. Note that this includes resistance to magic that could be considered beneficial to the Rime Elf, such as healing.
Automatic Languages: Kaltan (Rime Elf), Elven.
Favored Class: Sorceror or Rogue.
Level Adjustment: +1. Rime Elves are slightly more powerful than members of other races and gain levels more slowly.
